The Work You Will Do:

The Environmental Consultant performs specialized work under the Program Manager for the Division of Waste Management’s District Support Program. The ideal candidate will have a solid foundation in science or engineering, contaminated site assessment and knowledge of human health and ecological risk assessment.

The Environmental Consultant assists in all areas of the division and the FDEP’s six district offices to support efficient cleanup of contaminated sites. As a group, the section works to build strong knowledge, expertise and partnerships among the public and private entities engaged in contaminated site cleanup. These projects help ensure safe, clean drinking water, and prevent chemical exposures that could adversely affect human health or the environment.

Your Specific Responsibilities:

  • This is an advanced environmental, technical, and professional position in the Division of Waste Management. The incumbent is responsible for providing scientific and technical support in the implementation of statewide programs for the assessment and remediation of contamination sites. The position requires knowledge and experience in human health and ecological risk assessments, geology, hydrogeology, chemistry, contamination assessment techniques and methods and DEP rules and procedures. The position involves the following activities:

 

  • Oversees statewide risk assessment and management of technical and programmatic issues related to human health and ecological risk at contaminated sites. Provides technical support on risk assessment and risk management issues. Reviews and evaluates risk assessment and management documents, and related documents which may include remedial investigations, site assessments, feasibility studies, conceptual remedial action plans and reports for all types of contaminated sites. Prepares written response comments.

 

  • Provides guidance and support in evaluation and development of risk assessments including both human health and ecological risk. This includes monitoring developments in the science of risk assessment and evaluating possible effects to department rules, procedures and guidance. Acts proactively to recommend or implement updates to rules, policies and guidance as needed. Writes and updates the Risk Assessment Guidance Document provided to consultants and the public outlining FDEP requirements for risk assessment. Advise consultants performing risk assessments.

 

  • Negotiates, prepares and manages the toxicological services contracts and coordinates risk assessment review and toxicological service requests with the toxicological contractors for the benefit of the FDEP statewide contamination assessment and remediation programs. If the selected applicant is not a Florida Certified Contract Manager (FCCM), they will need to take the FCCM training provided by the Department of Management Services and pass the final assessment during the probationary period.

 

  • Serve as district liaison for responsible party cleanup sites. The district liaisons work with each of the regulatory districts to review site progress, make recommendations for improving the speed of the cleanup and closure, check for consistency in site management decisions among the districts and assist with the verification of accurate and up-to-date data in the COMET database using established reports and metrics.

 

  • Assists in clean up rule development, including serving as rule manager as required. Collates and organizes recommendations for rule changes. Assists with rule text development.

 

  • Assists and responds to the public, agency officials, local government personnel, and consultants regarding inquiries and technical assistance concerning contaminated site cleanup. Coordinates, assists and edits any outreach or compliance assistance initiatives within the Division as assigned.

 

  • Attends meetings at the request of supervisor.

 

  • Performs other related duties as required.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of human health risk assessment evaluation and procedures.
  • Knowledge of ecological risk assessment evaluation and procedures.
  • Knowledge of geology, hydrogeology, chemistry and Florida’s groundwater.
  • Knowledge of contaminated site cleanup techniques and methods, including risk based corrective action and Chapter 62-780, Florida Administrative Code.
  • Skill in use of computers and software including MS Office, Word, Excel, Power Point, and Windows Operating System.
  • Skill in problem solving and effective use of available resources.
  • Ability to establish and maintain effective working relationships with a diverse group of people from a wide variety of technical and non-technical backgrounds.
  • Ability to evaluate comprehensive technical documents.
  • Ability to manage projects and major programs.
  • Ability to organize a complex workload and independently complete assigned tasks.
  • Ability to work independently without close supervision.
  • Ability to write effectively, in a well-organized and understandable manner.
  • Ability to communicate orally in a clear and effective manner.
  • Ability to communicate or present complex technical information to technical and non-technical audiences in a clear, understandable manner.

 

Required Qualifications:

  • Bachelor’s Degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.

 

POSITION OF SPECIAL TRUST REQUIRMENT:  This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility). Any applicant being considered for employment must successfully complete a Level 2 State and National criminal history check as a condition of employment before beginning employment, and also be screened in accordance with the requirements of Chapter 435, F.S.
