Job Description:

The City Unit was established to manage the ongoing fiscal tracking and reporting of all H+H programs funded by City Tax Levy (CTL). This unit ensures that high-profile CTL funded programs are implemented, tracked, and reported on in a systematic manner to ensure the success of the program and the ability to receive CTL reimbursement from the Mayor’s Office of Management and Budget (OMB). The City Unit is also responsible for partnering with CTL funded program leads to respond to all City Hall and City Council inquiries about programmatic spending and metrics, as well as ongoing planning. The Assistant Director of Fiscal Affairs will support the Senior Director with oversight and management of the City Unit.

Reporting to the Senior Director, the Director of Fiscal Affairs will be responsible for:

• Supporting the Senior Director (Executive Director of City Unit) in a variety of financial analysis and strategic planning projects for the City Unit.

• Developing processes, workflows, and reporting infrastructure, and developing overview documents for the City Unit.

• Developing templates to track and monitor spending and address programmatic changes for CTL funded programs.

• Supporting the Senior Director (Executive Director of City Unit) in communicating City Unit workflows and new processes to H+H facility and Central Office partners.

• Acting as a subject matter expert and program lead for distinct City Tax levy (CTL) funded programs.

• Overseeing the collection of quarterly reporting for OMB on CTL funded programs expenditures and performance.

• Liaising directly with budget and programmatic leads for reporting; building and maintaining relationships.

• Developing comprehensive summary reports for programming and financial reporting, and leading all external communications.

• Identifying, following up and resolving discrepancies in financial reporting, as needed.

• Tracking and monitoring programmatic spending, and identifying variances against program plan and budget to be flagged for budget and finance colleagues.

• Overseeing the drawdown process for CTL funded programs, including preparing backup documentation and submitting to OMB.

• Preparing all accounting data related to CTL funded programs; submitting quarterly accruals to H+H comptroller for reporting and leading all fiscal year-end close-out exercises.

• Advising newly CTL funded programs on the financial and operational structures and processes that must be established for proper program tracking and management.

• Developing ROI plans and coordinating analyses with Budget; presenting ROI findings to H+H senior leadership to be used for future program planning.

• Partnering with CTL funded program leads to establish quarterly reporting targets to serve as benchmarks for performance evaluation and drive continuous improvement efforts.

• Offering consultation services to enhance process efficiency within Central Office Finance teams, providing analysis and optimization strategies for current procedures.

• Providing coverage for the Senior Director, ensuring continuity of operations in their absence.

• Supervising and training 1 Senior Management Consultant.

• Liaising with external partners including City Hall, OMB, and partner agencies.

• Coordinating with internal partners including, Legal, HR, Communications, Supply Chain, AP, Budget, Revenue & other divisions.

• Supporting reporting for City Council, City Hall, OMB, and financial monitors as needed, often under time constraints.

• Maintaining a deep understanding of CTL funded programs operations and programmatic impact as they relate to CTL funding.

• Preparing professional presentations, data graphics and other materials on CTL funded programs and financial performance; creating reports that present data in multiple ways for a variety of audiences.

• Other related duties as assigned.

Minimum Qualifications:

1. Master’s degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and four (4) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, three (3) years of which must have been in responsible administrative or managerial capacity; or

2. Bachelor’s degree from an accredited college or university in disciplines, as listed in “1” above; and five (5) years of experience, as described in “1” above, three (3) years of which must have been in a responsible administrative or managerial capacity.
