12 Month Limited Term, May Become Permanent

Under the general direction of the Deputy Division Chief, the incumbent is responsible for developing and implementing the Department’s Strategic Investment Planning Program, including directing, managing, and overseeing the development and implementation of strategies related to non-State Highway Operation and Protection Program (non-SHOPP) investments. This position is fundamental to linking Caltrans’ short, mid-term, and long-range planning to programming. The incumbent directs, manages, and oversees the development and implementation of the tools needed to develop programming recommendations to executive management and others, as it relates to linking Transportation Planning documents and prioritized projects to potential funding sources that advance state goals and policies. The incumbent proactively advances strategies and tools to focus on providing transformative, multi-modal recommendations that promote travel options that enrich all communities. This work requires significant coordination and communications with internal and external partners, including Caltrans' Executive Management, the SB 1 Program Manager, Headquarters Division of Transportation Planning (DOTP) Offices, Divisions of Transportation Financial Programming, Rail and Mass Transportation, Traffic Operations, Districts, USDOT, California Transportation Commission staff, California Transportation Agency (CalSTA), and others. The work also requires strong leadership, communication, partnership, and strategic thinking skills, as well as a deep commitment to the Department's strategic vision, mission, values, and goals, to provide excellent customer service, and to advance equity through all efforts.

Working Conditions

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) process.

This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.

Minimum Qualifications: 

Either I

One year of experience in the California state service performing transportation planning or transportation management duties in a class comparable in level of responsibility to Senior Transportation Planner.

Or II

Experience: Five years of responsible experience conducting difficult and complex transportation planning or research projects. One year must have been comparable in level of responsibility to work performed by a Senior Transportation Planner in the California state service. and

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equal to one year of education.)

Examination Information:

This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678). List all experience relevant to the “Minimum Qualifications”.

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified of their examination results.

Note: If using Out of Class (OOC) experience , you must submit a copy of your signed and approved OOC documentation. Failure to do so may result in your OOC experience not being considered during the evaluation process of this examination.

Education: If using your college education to meet the minimum qualifications, college transcripts must be submitted with your application and SOQ. Unofficial transcripts will be accepted for entrance into the examination; however, official transcripts may be required prior to appointment.

A Statement of Qualifications (SOQ) is required and must be submitted along with your State application. The SOQ is a discussion of how an applicant’s education and experience meet the evaluation criteria below and qualify them for the position.

Each question will be scored individually, therefore, candidates must provide detailed and specific examples , from their professional experience, education, and training, that directly answer each of the SOQ questions. The SOQ will be utilized as screening criteria for the hiring interview only and will not be used for the purposes of examination. The Statement of Qualifications must address the applicant’s qualifications relative to the following:

1. Demonstrated knowledge and experience with Caltrans’ personnel management practices and procedures.

2. Demonstrated knowledge of budget processes, workload development, and resource management.

3. Demonstrated knowledge and experience with Caltrans’ project management and programming processes.

4. Demonstrated ability to effectively develop and lead multi-disciplinary teams.

5. Demonstrated ability to initiate, develop, and maintain positive relationships with other agencies and interest groups.
